Soak beef shank in cold water for 1 hour to remove blood. Transfer to a pot of cold water, add star anise, cinnamon, bay leaf, and cooking wine. Bring to a boil over high heat, then reduce to low heat and simmer for 60 minutes. Transfer the cooked beef to ice water and soak for 10 minutes (this firms up the meat so slices hold together). Let cool completely, then slice thinly against the grain.

In a bowl, combine minced garlic, sliced bird’s eye chili, and chili flakes. Pour 1 tablespoon of hot oil over the aromatics to release their fragrance. Add light soy sauce, white vinegar, sugar, salt, and sesame oil. Stir well to combine.
