Bring to boil and cook for 3 minutes. Remove ribs. In a pot with a little hot oil, sauté scallion and ginger, then add ribs and stir-fry briefly. Add enough water all at once. Add carrot, corn, and yam. Simmer for 40 minutes. Add salt and simmer for 2 more minutes.
