Heat a wok with oil over low heat. Sauté scallion, garlic, and dried radish until fragrant. Mix soy sauce with about half a bowl of water, then bring to a boil. Add the fish, cover, and braise for about 3 minutes. Flip the fish and braise for another 3 minutes until cooked through. Increase heat to reduce the sauce, then serve.
