Colorful Bell Pepper and Snow Pea Beef Salad

Instructions
- Marinate the beef: Add sugar, salt, oyster sauce, and soy sauce to the beef. Mix well. Add cornstarch mixed with water and mix until evenly coated. Finally, add peanut oil and sesame oil, mix well and set aside.
- Prepare the vegetables: Cut the bell peppers into chunks. Trim and clean the snow peas.
- Blanch the vegetables and beef: Bring a pot of water to a boil. Add salt and oil. Blanch the bell peppers for 1 minute, then transfer to a large bowl. Next, add the beef to the boiling water. Once it returns to a boil, cook for 1 minute, then turn off the heat and let it soak for 5 minutes. Remove and add to the large bowl. Blanch the snow peas for 2 minutes, then add to the bowl.
- Make the dressing and combine: Place minced garlic on top of the ingredients. Heat oil and pour half over the garlic. To the remaining hot oil, add sugar, light soy sauce, black vinegar, and mushroom seasoning. Pour this mixture over the beef and vegetables. Add sesame seeds, cilantro, and Chinese celery. Mix everything together evenly. For extra texture and flavor, add fried peanuts.
