Mix bread flour, cake flour, water/milk, yeast, and sugar. Knead until smooth. Add softened butter and salt, continue kneading until a thick film forms (windowpane stage).

Shape the dough into a ball and place in a bowl. Cover and let rise until doubled in size (about 1 hour, half the time in summer).

While the dough rises, prepare the filling: In a bowl, combine beef rolls/strips with cooking wine, light soy sauce, oyster sauce, black pepper, and ginger. Add sliced onion and bell peppers. Toss well and marinate for 20 minutes.

Heat olive oil in a pan over high heat. Stir-fry the marinated beef and vegetables until the beef changes color, then remove from heat.

Key step! Drain any excess liquid from the cooked filling thoroughly. Wet filling will cause the dough to tear and leak during baking.

Punch down the risen dough. Divide into 4 equal portions. Roll each into a ball, cover with plastic wrap, and rest for 15 minutes.

Roll each dough portion into a rectangle about 20×25 cm. Sprinkle a layer of mozzarella on the bottom, spread the beef filling evenly, then top with a thick layer of mozzarella.

Assemble: Fold the left and right edges inward like an envelope, then roll tightly from bottom to top. Pinch the seams and ends firmly to seal — this is crucial to prevent leaks.

Place seam-side down on a baking tray. Brush the surface with water or egg wash. Coat the top with a mixture of cheese powder and white sesame seeds.

Bake in a preheated oven at 200°C (400°F) on the middle rack for 20 minutes. If browning too quickly, cover with foil for the last 5 minutes.

Let cool completely before serving for the best crispy exterior. For storage: wrap cooled rolls tightly in plastic wrap and freeze. Reheat directly from frozen in an air fryer at 180°C for 8-10 minutes — still crispy outside and tender inside.
