Prepare sauce: Mix 1 tbsp light soy sauce, 1 tbsp oyster sauce, 1 tbsp starch with a little water, set aside.

Cut beef into cubes, add marinade (1 tbsp light soy sauce, 0.5 tbsp dark soy sauce, black pepper, 1 tbsp starch, 1 tbsp oil), let sit for 10 minutes.

Dice carrot and potato. Heat pan with cold oil, pan-fry carrot and potato cubes until slightly golden.

Heat another pan, sauté scallions until fragrant, add beef and stir-fry until color changes.

Add carrot and potato cubes, pour in sauce, stir-fry until sauce thickens and coats everything.
