Heat oil in a wok. Add scallions, ginger, garlic, dried chili peppers, Sichuan peppercorns, and star anise to infuse the oil. Stir in the fermented yellow bean paste, ketchup, light soy sauce, dark soy sauce, and a generous splash of vinegar. Add enough water to create the braising liquid. Drop in the dried tangerine peel or carrot, then season with salt, cooking wine, baijiu, sugar, white pepper powder, and thirteen-spice blend. Gently place the Spanish mackerel into the wok. Cover and braise until the fish is cooked through and the flavors have melded. Just before serving, garnish with cilantro and sliced green chili peppers.
