In a bowl, add minced garlic, chili powder, white sesame seeds, green pepper, and bird’s eye chili. Pour hot oil over to bloom the aromatics. Then add 2 tbsp light soy sauce, 2 tbsp aged vinegar, 1 tbsp oyster sauce, a pinch of salt and sugar, and mix well.
